In der Schweiz passiert auf politischer Ebene wenig zur Umsetzung des Verbots der Anbindehaltung. Wir zeigen hier die Entwicklungen der letzten Jahre auf!

Die ganzjährige Anbindehaltung ist in der Schweiz verboten. Erlaubt ist jedoch, die Tiere angebunden zu halten, wenn sie an 90 Tagen im Jahr Zugang zu einem Auslauf haben. Dies bedeutet, dass die Rinder an 275 Tagen im Jahr fixiert gehalten werden dürfen. Derzeit sieht es nicht danach aus, als würde ein Verbot der saisonalen Anbindehaltung kommen – unter anderem, weil es in der Schweiz eine starke Lobby für die Anbindehaltung gibt.
In einer Anhörung zur Änderung der Strukturverbesserungsverordnung wird die sogenannte Anreizstrategie verhandelt. Bei der staatlich finanzierten Anreizstrategie geht es darum, den (Aus-)Bau besonders tierfreundlicher Stallhaltungssysteme (BTS) stärker zu fördern. Konkret handelt es sich um einen Zuschlag von 20 Prozent für Investitionshilfen. Anbindeställe gelten nicht als tierfreundliche Ställe und werden somit nicht bezuschlagt.
Eine Mehrheit der Kantone, viele Parteien und Organisationen befürworten die Anreizstrategie. Sechs Kantone, der Schweizerische Bauernverband und zehn bäuerliche Organisationen sowie die Schweizerische Volkspartei (SVP) äußern sich gegen die vorgeschlagene Verstärkung dieser Anreizstrategie. Die Sozialdemokratische Partei (SP), die Tierschutzorganisationen und der World Wide Fund for Nature (WWF) fordern, keine Investitionshilfen an Nicht-BTS-Ställe mehr zu gewähren bzw. die Unterstützung stärker zugunsten von BTS zu verlagern (1).

Aufgrund der Sorge, dass Anbindeställe im Gegensatz zu anderen Haltungssystemen finanziell benachteiligt werden, wird die Interessensgemeinschaft (IG) Anbindestall gegründet. Im Austausch mit Politiker_innen verweist die Interessensgemeinschaft auf die angeblichen Vorteile der Anbindehaltung.
Der Nationalrat reicht einen schriftlichen Antrag (Motion) des Abgeordneten Erich von Siebenthal (SVP) im Bundesrat ein. Die Motion fordert den Bundesrat auf, die Anbindeställe nicht zu benachteiligen. Die Mehrheit des Nationalrates stimmt mit von Siebenthal überein, dass eine solche Benachteiligung im System “klar spürbar” sei (2).
Der Bundesrat beantragt die Ablehnung der Motion. In der Stellungnahme heißt es, dass die Anbindehaltung in der Schweizer Tierschutzgesetzgebung bei Rindern ab einem Alter von vier Monaten als artgerecht eingestuft wird. Anbindeställe werden sowohl über die RAUS-Beiträge (“Tierwohlprogramm”, das regelmäßigen Auslauf im Freien vorschreibt) als auch mit zinsfreien, rückzahlbaren Investitionskrediten des Bundes gefördert. Daher sieht der Bundesrat die Entscheidungsfreiheit der Landwirt_innen zu einem Anbindestall durch die Gesetzgebung des Bundes nicht eingeschränkt (3).

Im Jahr 2021 lehnen die Schweizer_innen mit 62,9 Prozent der Nein-Stimmen die Massentierhaltungsinitiative ab. Die Initiative fordert unter anderem tierfreundliche Unterbringungen sowie Zugang zum Freien für alle Tiere in der Landwirtschaft.
Der Bundesrat legt daraufhin einen Gegenvorschlag vor. Darin greift er die Punkte Unterbringung, Auslauf und Schlachtung auf. In diesen Bereichen sollen die Minimalanforderungen gehoben werden. Im Falle der Anbindehaltung von Rindern sieht der Gegenvorschlag aber dennoch kein Verbot vor, sondern lediglich den täglichen Auslauf ins Freie (4).

Die Chronologie zeigt, dass sich die Politik von der Agrarlobby von der konsequenten Umsetzung eines Verbots jeglicher Anbindehaltung bremsen lässt – obwohl Tierschutzorganisationen und die Gesellschaft seit Jahrzehnten gegen diese tierschutzwidrige Haltungsform Widerstand zeigen.
Nach lang anhaltender Diskussion wurde vor Kurzem in Österreich beschlossen, dass das Verbot der ganzjährigen Anbindehaltung ab 2030 ausnahmslos umgesetzt werden soll. In Deutschland wird gerade ein Verbot der ganzjährigen Anbindehaltung ab 2028 diskutiert. In der Schweiz gibt es derzeit keine Bewegung in der Diskussion. In allen drei Ländern sieht es so aus, als würde die Kombinationshaltung weiterhin erlaubt bleiben.
Dies hat nichts mit einer konsequenten Politik zu tun! Es ist weit entfernt von dem, was sich die breite Gesellschaft von der Politik wünscht: Gesetze, die tierquälerische Haltungsformen verbieten. Stattdessen schützt die Politik die Interessen einiger weniger, und das auf Kosten der Tiere. Der Diskurs über die Anbindehaltung in der Schweiz darf nicht den Vertreter_innen der IG Anbindehaltung überlassen werden. Diese verbreiten konsequent Unwahrheiten über das Verhalten und das Wohlbefinden von Rindern. Dies ist der Moment für Tierschutzorganisationen und die engagierte Öffentlichkeit, vermehrt aktiv zu werden. Jetzt gilt es, Druck auszuüben, damit Anbindehaltung ein für allemal verboten wird.
